Description: This Declaration was issued after a three-day meeting, known as the Prague Summit, under the auspices of the International Committee for Democracy in Cuba (ICDC), headed by former Czech president, Vaclav Havel. The Declaration adopts several mechanisms that must be established in order to help create the conditions toward democracy in Cuba: The creation of an international network of non-governmental organizations, of an international network of parliamentarians, of a President’s Task Force, and of an international commission of experts that will pool resources from the transition experiences in Europe and Latin America to aid the Cuban people in their own transition to democracy.
